The Texas Health Institute was awarded a grant by the Texas Department of Health to begin Phase I of the DOQ project which entailed the development of a detailed set of quantitative measures (or metrics) for assessment of the preparedness of public health and medical response to biological scenarios, for use in conjunction with preparedness exercises. Phase I of this project was completed by April 30, 2004.
